Minutes of the Open Meeting to discuss The Neighbourhood Plan held at Clifford Community Centre on Thursday January 2013 7.00 p.m.

1) Apologies: Christine Bates (Clerk) John Neville (PROW)

2) The chairman welcomed Samantha Banks to the meeting. Ms Banks explained that she was from the newly formed team at Herefordshire Council set up to give professional advice regarding the planning for neighbourhood plans.

  • There is £2000.00 available to cover costs for setting up the neighbourhood plan.
  • The parish boundary needs to be established
  • An application form needs to be completed
  • A service agreement will be signed by Herefordshire Council
  • There would be continuing support from the Herefordshire Council planning office (Sam Banks) who would attend meetings when necessary
  • Clifford Parish council would need to apply and produce the plan and draw on parishioners for assistance
  • An independent inspection would need to be carried out, this would be paid for by Herefordshire Council
  • A referendum would take place; should the plan be adopted. 50% of the voters need to have voted in favour for the plan to be adopted.
  • The core strategy will be produced in March this year
  • The growth within the parish should be looked at for approximately the next twenty years. Looking at any extra facilities required, e.g. housing, footpaths, cycle paths, school requirements etc.
  • The plan should look at proportional growth to the size of the village- organic and sustainable growth
  • Average time for plan to be completed is eighteen months, depending on the amount of detail that is required.
  • The deadline for completed applications is October 2013
  • There is an online forum and more training is to take place to help produce the plan

(b)Change of Route of footpath dedication in association with proposed diversion of Bridleway CL70 – The route will continue to provide a route for those wishing to use the Herefordshire Trail, by linking the existing footpaths to the north of Lockster’s Pool Farm with those to the South and east. The Footpath will enable walkers to use a shorter, more convenient route along the Herefordshire Trail

7) PROW Update:
John Neville is walking the paths and will report at a later date

8) Update County Councillor- No update since November 2012

9) Update Commons Verge:
Concerns where voiced re the awful mess traffic are making of the verges, instead of reversing cars are pulling onto the verges to pass.
Action: Candia Compton to place a notice in the Link

10) Neighbourhood Plan:
Agreed the parish boundary and to ask Christine Bates to complete the application form to produce a plan

11) Parish Precept 2013/2014
Agreed to remain the same as last year

12) Next meeting to be held on Thursday 14th March in Clifford Community Centre at 7.30 p.m.
