Minutes of the Meeting of Clifford Parish Council

1. Apologies for absence:
Mark Westwood and Candia Compton

2. Declarations of Interest – Margaret Davies registered an indirect interest as her husband works for one of the firms mentioned at the meeting in relation to the use of the Middlewood road.

3. Minutes of the Parish Council Meetings dated Thursday 12th January 2006 were agreed and signed by the Chairman.

4. Finance: –

a) Clifford Community Centre Hire – Invoice received for hire of Clifford Community Centre March 9th 2006 £10.00. Payment proposed by Councillor David Morgan and seconded by Margaret Davies.
b) Lengthsman Fees – Two invoices received from Martin Leighton for work completed from 12th January 2006 – 9th March 2006 total £2172.72. Payment proposed by Councillor Anthony Williams and seconded by Margaret Davies.
Councillors are satisfied with Lengthsmans work and agreed to purchase six nest boxes to be situated on Priory Common.

5. Traffic Speed / Fly Tipping
Clifford School – Herefordshire Council Highways Department have reinstated slow signs as requested.
Fly Tipping –Hereford Council Waste Management have removed carpet and Rubbish from Hardwicke turn as requested.

6. The Haven – Councillor Mary Morgan read out a report from PC Bradley (Copy 1 attached) concerning on going incidents between Police and residents at the Haven. Councillors continue to monitor incidents.

7. Middlewood Traffic, Parish Clerk read out a letter (copy 2 attached) received from Julie Jones Middlewood resident regarding damage to Middlewood verges and hedgerows from large agricultural vehicles using lane when blue road signs, state “unsuitable for wide vehicles” Preliminary inquiries made with the Hereford Council Highways department head Mr Smith, blue Road Signs are advisory only, and verges are part of the highway, we would have to pursue other alternatives.

At this point 8pm the parish meeting was closed and members of public were invited to comment.

County Councillor Nigel Davies explained that in 1990 this matter of stopping traffic had been unsuccessful referring to quote in the Queens Highway. Unable to stop the traffic using the Middlewood lanes however concerns for safety of residents. Suggestion for the introduction of hard-standing areas for safe passing. Councillors agreed that Parish clerk to write to Hereford Council requesting investigation of hard-standing passing places to be introduced.

Parish Meeting recommenced 8.10pm

8. Parish Council Vacancies – To date no formal resignations or application for the position of Councillor. As this is the third year of office it is not mandatory for any Councillor to stand down.

9. Parish Plan – Councillors agreed that the Parish clerk would contact Linda Wilcox HALC to arrange a convenient date between week commencing 19th June and w/c 26th June 2006 for the open evening of the Parish Plan.

10. PROW

a) Priory Wood Chapel –Solicitors R. George Davies & Co acting for the Properties Board of the Presbyterian Church of Wales with the proposed sale of Priory Wood Chapel sent a letter (Copy 3 attached) enquiring whether the Council would be prepared to grant new full vehicular rights of way to access the forecourt area in front of the Chapel as they believe the Parish council own the common. Richard Mighall who as PROW officer was to investigate further.
b) Registration of Priory Wood Village Green – Awaiting Mr Thompson approval.
c) Status of Bake Lane – Application to Herefordshire Council for changing Bake Lane’s status from one of ‘no man’s land’ to becoming a public bridle way. The application has been formerly submitted to Hereford Council. Richard Mighall has received from the Council a map with route highlighted which has been signed as correct and returned.

11.Planning Applications –
Site: 1 Upper Court Cottages, Clifford.
Description: Two Storey rear extention, inclusion of front porch and installation of new septic tank
Comments: Recommend Refusal
Herefordshire District Council refused planning permission 16th March 2006
Site: Tonteg Pool Pardon, Clifford
Description: Erection of detached single storey dwelling
Comments: Recommend Refusal
Site: Westlea, Westbrook, hay on Wye
Description: Permission for dwelling
Comments: Recommend Refusal
Site: Priory Wood Cottage
Description: Conservatory, Reception Hall.
Comments: No Objection.

12. Employment Contract Parish Clerk (members of Public asked to leave the room) Councillors had amended where applicable the HFD Council standard employment contract for Parish Clerk. Parish Clerk and Chairman David Morgan sign the contract.
