Minutes of the Meeting of Clifford Parish Council
In Clifford Community Centre at 7.30pm on March 8th 2007

Attended by PC Christine Griffiths, who was reporting on her investigations on the damage to Busy Bees property.
On the 26th February the Haven had an emergency placement of a boy aged 12, the placement would be short just four days. Shortly after the boy’s arrival he ran away, however returned a few hours later, the following day he and another boy who has been at the Haven for sometime and whose behaviour has not caused concern ran away. The Police were contacted and the boys returned to the Haven. The Police had received reports of the damage to Busy Bees property, and after questioning the boys, they admitted causing the damage. The following day transport was arranged for the boy to be sent back to Nottingham, after a delay in the transport arriving and one more attempt to run off the Police returned the boy to the waiting transport.
The Haven has since offered Busy Bees compensation for the damage, and Busy Bees accepted.

3. David Prescott – Web site Presentation, the presentation on the web site set up was well received by the Council. Concerns over running costs of the web site council thoughts were that ongoing the web site would need to be self-funding, with the possibilities of charging local business for web space. Also the possibility of charging other community groups like the Church, Community hall to cover ongoing running costs.
Resolution: The council agreed to pay the set-up cost of £750 . Which would be offset by a successful grant application of £300.

4. Minutes of the Parish Council Meetings dated Thursday 11th January 2007 were agreed and signed by the Chairman.

5. Finance: –

a) Clifford Community Centre Hire – Invoice received for the hire of Clifford Community Centre January 11th 2007 £10.00. Payment proposed by Councillor Margaret Davies and seconded by Anthony Williams.
b) Martin Leighton Lengthsman Invoice received for works carried out by Martin on Clifford Ditches £600. Payment proposed by Councillor Margaret Davies and seconded by Anthony Williams.

6. May 2007 Clifford Parish Council Elections – Parish clerk awaits application forms to be sent from Hereford Council, total of nine candidates will be required for election. Five Councillors expressed their wishes that they would not be reapplying for the position of Councillor.

7. PROW

a) Priory Common – No Change Awaiting response from Ann Davies, Richard continues to communicate to Ann Davies office requesting details of progress. However receives no reply.
b) Registration of Priory Wood Village Green – No Change Awaiting response from County Land Agent (CofHDC).
c) Adoption of Bake Lane as Public Bridleway – No change Awaiting response from Definitive Map Modification Officer (CofHDC).
d) Herefordshire Trail – Richard to investigate details of footpaths affected in Clifford

9.Planning Applications –
Site: Hardwick Pipe Storage
Description: Construction of a temporary bellmouth for access to a temporary pipe storage area. For use during the construction of the Brecon to Tirley pipeline.
Comments: The Clifford Council complained to Hereford planning, as Hereford planning only requested comments as pipe storage already up and running.
