Minutes of the Meeting of Clifford Parish Council

1. Apologies for absence:

2. Declarations of Interest – None

3. Minutes of the Parish Council Meetings on Thursday 10th November 2005 were agreed and signed by the Chairman.

4. Finance: –

a) Hints (Herefordshire Informal National Training Strategy)/Clerks Bursary Scheme – Bursary Grant of £150 has been received and Banked.
b) Parish Clerks Fees – Parish Clerk submitted invoice for fees from 11th November to the 12th January 2006. Payment Proposed by Councillor Margaret Davies and seconded by David Morgan.
c) Lengthsman Fees – Two invoices received from Martin Leighton for work completed from 21st November 2005 to 12th January 2006 total £480.00. Payment proposed by Councillor David Morgan and seconded by Margaret Davies.
With reference to the Lengthsman Scheme Hereford Council have written to advise that after the third year’s allocation of funds Clifford Parish have a surplus of approximately £4,240.89 to spend before 31st March 2006, and therefore unless other Substantial work is to be carried out in the near future they cannot justify the fourth quarter payment.
d) Clifford Community Centre Hire – Invoice received for hire of Clifford Community Centre 12th January 2006 £10.00. Payment proposed by Councillor David Morgan and seconded by Margaret Davies.

5. PROW

a) Registration of Priory Wood Village Green – Awaiting Mr Thompson approval. But as the first anniversary of submitting the application is the 1st March Richard Mighall PROW officer will send a chasing letter to the county Land Agent.
b) Status of Bake Lane – Application to Herefordshire Council for changing Bake Lane’s status from one of ‘no man’s land’ to becoming a public bridle way. The application has been formerly submitted to Hereford Council.

6. Traffic Speed / Fly Tipping

a) Clifford School – Prior to Hardwicke Road being re-surfaced a white slow sign was written on the road. This has not been renewed and therefore requested Parish Clerk contact the Herefordshire Council Highways Department in order to request slow signs reinstated.
b) Fly Tipping – It was reported that Carpet and Rubbish had been dumped on the Picnic Area on Hardwicke Turn. It was requested Parish Clerk contacted Hereford Council Waste Management to remove carpet and Rubbish.

7. Working Group – In order to comply with Herefordshire Council Procedures certain Standard Documentation such as, Employment Contract, Standing Orders, will need to be analysed, amended and formalized so it will be relevant to Clifford Parish Council procedures. It was agreed that the documentation would be emailed to Councillors, Margaret Davies, Mary Morgan, Candia Compton and Anthony Williams. Final agreement would be made at the next Parish meeting.

Meeting open to Members of the Public – Concern was voiced on the state of the Parish Verges, large vehicles and farm machinery were being forced onto verges which often destroys the verge, deep ruts are appearing on many verges sometimes causing ditches to be blocked. The Parish Clerk to submit a small write up in the Parish Link. Highlighting the problem and requesting that the driver of the smaller vehicle reverse back allowing the larger vehicles access.
